dc.abstract.enRaw materials security is currently one of the biggest challenges for every modern statehood. Its essence, however, has not been noticed and appreciated for many years. Ensuring the state’s security, also in the area of raw materials, demands close cooperation between state authorities and local government. Moreover, it demands taking into consideration not only local interest, but also goals of the state. Nowadays, fulfilment of own tasks of the commune (e.g. tasks in the area of spatial planning and development) should include security of a state as a bigger value. Unfortunately, the practice shows that in many cases aforementioned assumption is not being implemented.
