Analiza czynników ewolucji międzynarodowego systemu handlowego po 1995 roku
| dc.abstract.en | The thesis concerns the functioning of the international trading system under the aegis of the World Trade Organization (WTO), in particular processes and events affecting the evolution of this system in the period after 1995. In practice, special attention was attributed to the study of phenomena occurring in the period after the launching of the next round of multilateral trade negotiations in 2001 (Doha Round).The main objective of this thesis is a comprehensive analysis of the causes of system’s evolution as well as an indication of the potential direction of its transformation. The objective formulated in such a manner can be achieved through a holistic analysis of potential determinants and drivers of system’s evolution that can be identified through observation of phenomena occurring in the period considered.To achieve this goal, an attempt was made to identify the key structural factors affecting the assumed process of transformation of the international trading system. The most important factors that were analyzed in detail in the individual chapters of the thesis, include: 1) extension of the scope of the multilateral trade negotiations (new areas of negotiations) and the evolution of the functioning of the World Trade Organization during the Doha Round negotiations (including structural changes); 2) the development of trade regionalism and preferential trade agreements (including analysis of the processes of the major trade agreements negotiations); 3) change the balance of power within the international trading system and trade policy evolution of its main participants (the United States, the European Union, China, Japan, India, Brazil, the developing countries); 4) the emergence of new issues of relevance to international trade (including the development of global value chains, negotiations of sectoral/plurilateral agreements). The thesis in its scope includes also theoretical considerations regarding the functioning of the international trading system, based on the model of institutional liberalism.The analysis of separate factors in individual chapters, which constitutes an essential part of the thesis, allows to answer the raised research questions and to verify the hypothesis of a gradual decomposition of the international trading system, which in its institutional dimension was created after the Cold War. |
| dc.abstract.pl | Praca dotyczy funkcjonowania międzynarodowego systemu handlowego pod egidą Światowej Organizacji Handlu (WTO), a w szczególności procesów i zjawisk mających wpływ na ewolucję tego systemu w okresie po 1995 roku. W praktyce szczególną uwagę przywiązano do badań zjawisk zachodzących w okresie po rozpoczęciu kolejnej rundy wielostronnych negocjacji handlowych w 2001 roku (Rundy Doha). Podstawowym celem pracy jest kompleksowa analiza przyczyn ewolucji systemu oraz wskazanie potencjalnego kierunku jego przekształceń. Tak sformułowany cel może zostać osiągnięty dzięki całościowej analizie potencjalnych uwarunkowań i czynników zmian systemu, które można wskazać dzięki obserwacjom zjawisk zachodzących w badanym okresie. Dla realizacji tego celu podjęto próbę identyfikacji najważniejszych czynników strukturalnych, mających wpływ na zakładany proces przekształceń międzynarodowego systemu handlowego. Do najważniejszych czynników, które poddano szczegółowej analizie w poszczególnych rozdziałach pracy, zaliczono: 1) rozszerzenie zakresu przedmiotowego wielostronnych negocjacji handlowych (nowe obszary negocjacyjne) i ewolucja funkcjonowania Światowej Organizacji Handlu w okresie negocjacji Rundy Doha (m.in. zmiany strukturalne); 2) rozwój regionalizmu handlowego i preferencyjnych porozumień handlowych (w tym analiza procesów negocjacji największych porozumień handlowych); 3) zmiana układu sił w ramach międzynarodowego systemu handlowego oraz ewolucja polityki handlowej głównych jego uczestników (Stanów Zjednoczonych, Unia Europejska, Chiny, Japonia, Indie, Brazylia, państwa rozwijające się); 4) pojawienie się nowych zagadnień mających znaczenie dla handlu międzynarodowego (m.in. rozwój globalnych łańcuchów wartości, negocjacje umów sektorowych/plurilateralnych). Praca swoim zakresem obejmuje także teoretyczne rozważania dotyczące funkcjonowania międzynarodowego systemu handlowego, w oparciu o model liberalizmu instytucjonalnego.Analiza wyodrębnionych czynników w poszczególnych rozdziałach, stanowiąca zasadniczą część pracy, pozwala odpowiedzieć na postawione pytania badawcze i zweryfikować hipotezę o stopniowej dekompozycji międzynarodowego systemu handlowego, który w wymiarze instytucjonalnym powstał po zimnej wojnie. |
