Government digitalization processes in Estonia, Russia, and Singapore

dc.abstract.enThis comparative study explores the effectiveness of digital governance in combating corruption across Russia, Singapore, and Estonia, emphasizing how political regimes and institutional contexts influence these efforts. The research highlights that while digital tools offer opportunities to enhance transparency and efficiency, their impact is contingent upon the broader political and institutional environment. Singapore and Estonia exemplify successful integration of digital governance with anti-corruption measures, achieving notable results through transparent and meritocratic frameworks. In contrast, Russia’s experience underscores the limitations of technology in the absence of comprehensive governance reforms. The study concludes that while digital innovations can play a crucial role in reducing corruption, they must be supported by deeper institutional changes and greater political openness. This assessment is presented with the caveat that broader contextual factors, including the size and nature of the state, must be considered to fully understand the dynamics of digital governance and corruption mitigation.
