Elektromobilność - ograniczenie swobód obywatelskich czy zrównoważony rozwój?

dc.abstract.enThe topic of the thesis - Electromobility - restriction of civil rights or sustainable development? - refers to the topic of electromobility development in Poland. The thesis is based on the legal-dogmatic method through the analysis of normative acts. Scientific and research literature on electromobility, constitutional rights and other areas of law and administration have been used. Government reports and publications are also referenced in the thesis. For completeness, research published by state scientific institutes was used. Substantive administrative law regulations allow evaluating the concept contained in the topic from the point of view of administration science. The first chapter focuses on the concept of electromobility. It treats guaranteed civil rights and environmental conditions. It describes constitutional rights and freedoms and defines and gives prominence to the concept of sustainable development. The next chapter is based on the issue of strategic programs, the most popular government programs for subsidizing the purchase of electric vehicles of various types are described. At the end of the chapter, it talks about Low Emission Zones. The third part of the thesis deals with transportation and its impact on the electric power system in Poland. The current situation and possible consequences of a rapid transformation related to EV charging are described. The subject of the division of this type of vehicles and the general categorization of all vehicles in Polish law is addressed here. The types and importance of charging infrastructure are explained. The ending of the thesis includes conclusions and an attempt to answer the question in the title of the work, which is so far difficult to answer unequivocally.
dc.abstract.plTemat pracy - Elektromobilność - ograniczenie swobód obywatelskich czy zrównoważony rozwój? - nawiązuje do tematu jakim jest rozwój elektromobilności w Polsce. Praca oparta jest na metodzie prawno-dogmatycznej poprzez analizę aktów normatywnych. Wykorzystano literaturę naukowo-badawczą dotyczącą elektromobilności, praw konstytucyjnych i innych dziedzin dotyczących prawa i administracji. W pracy mają również odniesienia rządowe raporty i publikacje. Dla uzupełnienia wykorzystano badania publikowane przez państwowe instytuty naukowe. Regulacje w zakresie prawa administracyjnego materialnego pozwalają na ocenę pojęcia zawartego w temacie z punktu widzenia nauki o administracji. Pierwszy rozdział skupia się na pojęciu elektromobilności. Traktuje on o gwarantowanych prawach obywatelskich oraz uwarunkowaniach środowiskowych. Opisuje prawa i wolności konstytucyjne oraz definiuje i nadaje rangę pojęciu zrównoważonego rozwoju. Kolejny rozdział opiera się na zagadnieniu programów strategicznych, opisano najpopularniejsze rządowe programy dofinansowania zakupu pojazdów elektrycznych różnego typu. Na końcu rozdziału mowa jest o Strefach Czystego Transportu. Trzecia część pracy dotyczy transportu i jego wpływu na system elektroenergetyczny w Polsce. Opisano bieżącą sytuację i możliwe konsekwencje szybkiej transformacji związanej z ładowaniem pojazdów EV. Poruszono tutaj temat podziału tego rodzaju pojazdów i ogólną kategoryzację wszystkich pojazdów w prawie polskim. Wyjaśniono rodzaje i znaczenie infrastruktury ładowania. Zakończenie pracy zawiera w sobie wnioski oraz próbę odpowiedzi na zawarte w tytule pracy pytanie, na które dotychczas trudno jest jednoznacznie odpowiedzieć.
