Działania powiatowego urzędu pracy wobec długotrwale bezrobotnych w opinii adresatów na przykładzie Urzędu Pracy Miasta Stołecznego Warszawy

dc.abstract.en	Long-term unemployment is a key problem in the activities of public employment services to alleviate the social issue of unemployment. The thesis addresses the issue of the effectiveness of the activities of the Labour Office of the City of Warsaw towards the long-term unemployed. The purpose was to find out the opinions of the recipients of the activities about available services, offered support and barriers to returning to the labour market. The theoretical part discussed the concept of long-term unemployment, presented the characteristics of the long-term unemployed in Poland, social groups particularly exposed to long-term unemployment, as well as its causes and consequences. Previous research has revealed an unfavourable opinion of labour offices by the unemployed, as well as the limited availability of information about the possibility of obtaining support there. Another study focusing on the institutional perspective, however, identified the lack of motivation of the unemployed and black labour market as the main barriers to returning to work. The thesis’ research conducted by means of in-depth interviews with six long-term unemployed people revealed a negative assessment of the quality of the support offered by the Labour Office, which was mainly due to the mismatched training courses, an unclear information system and difficult contact with employees. The instrument that was evaluated positively, despite the difficulties in obtaining information about it, was a dotation for starting a business. On the other hand, in the opinion of surveyed employees of the Labour Office, measures towards the long-term unemployed are sufficient within the available resources and with the right approach of the clients. The results of the survey indicate the need for improved communication and greater individualisation of measures tailored to the needs of the long-term unemployed.
dc.abstract.pl	Długotrwałe bezrobocie jest kluczowym problemem w działalności publicznych służb zatrudnienia w celu łagodzenia społecznej kwestii bezrobocia. Niniejsza praca podejmuje zagadnienie skuteczności działań Powiatowego Urzędu Pracy Miasta Stołecznego Warszawy wobec osób długotrwale bezrobotnych. Celem przeprowadzonego badania było poznanie opinii adresatów działań na temat dostępnych usług, oferowanego wsparcia oraz barier w powrocie na rynek pracy. W części teoretycznej omówiono pojęcie długotrwałego bezrobocia, przedstawiono charakterystykę długotrwale bezrobotnych w Polsce, grupy społeczne szczególnie narażone na długotrwałe bezrobocie, a także jego przyczyny i konsekwencje. Wcześniej prowadzone badania wykazały niską ocenę urzędów pracy przez osoby bezrobotne, a także ograniczoną dostępność informacji o możliwości uzyskania w nich wsparcia. Inne badanie, skupiające się na perspektywie instytucjonalnej wskazało z kolei brak motywacji bezrobotnych i pracę “na czarno” jako główne bariery aktywizacji. Badania własne przeprowadzone metodą wywiadów pogłębionych z sześcioma osobami długotrwale bezrobotnymi wykazały negatywną ocenę jakości wsparcia oferowanego przez Urząd, co było spowodowane przede wszystkim niedopasowaniem szkoleń, nieczytelnym systemem informacji oraz utrudnionym kontaktem z pracownikami. Instrumentem, który został oceniony pozytywnie, pomimo trudności w uzyskiwaniu informacji na jego temat, była dotacja na założenie działalności gospodarczej. Z kolei w opinii pracowników badanego Urzędu Pracy, działania wobec długotrwale bezrobotnych są wystarczające w ramach dostępnych środków oraz przy odpowiednim podejściu klientów. Wyniki badań wskazują na potrzebę poprawy komunikacji oraz większej indywidualizacji działań dopasowanych do potrzeb osób długotrwale bezrobotnych.
