dc.abstract.en	The thesis entitled Municipal Strategy for Solving Social Problems – A Case Study is related to the topic of social assistance, primarily at the level of the lowest local government unit, which is the municipality (gmina). According to the Social Assistance Act of March 12, 2004, the primary responsibility for providing aid to the most disadvantaged citizens lies with the municipality, despite the existing obligation of individuals and legal entities to meet their essential life needs.Nowadays, among the main social challenges that local governments must face are poverty, unemployment, homelessness, disability, and many others. The necessity to help another human being has always been embedded in the system of human values. Initially, it stemmed from the heart’s need, religious mandates, or commandments, and over time became a duty of the state. According to the Social Assistance Act, every municipality must develop a strategy for solving social problems, taking into account social assistance and prevention programs. The goal of social assistance is also the integration of individuals and families and helping them overcome their difficult life situations. The municipality implements the tasks assigned to it in the field of social assistance through local organizational units such as Social Welfare Centers (Ośrodki Pomocy Społecznej), Support Centers, and Social Welfare Homes. The first chapter describes the social assistance tasks that the municipality, as the main executor, is required to fulfill. These include mandatory and voluntary own tasks as well as tasks commissioned by the central government, which are obligatory. The formulated catalog is not closed, as new issues may arise from specific laws, which can also be classified as own tasks. The next chapter presents the instruments of social assistance and the methods of their financing. These instruments include a wide range of both financial and non-financial benefits provided by institutions and multifunctional facilities. Benefits, which are a fundamental institution of social assistance, are paid or directed to individuals who need them most and whose life circumstances justify their granting. The final chapter of the thesis is a case study based on the Municipal Social Welfare Center in Stare Babice. This section of the work is based on the analysis of research materials. These include documents created by the studied municipality and its operating Social Welfare Center. The purpose of this work is to present the conclusions resulting from the conducted case study and to indicate aspects that may be important for further consideration.
dc.abstract.pl	Praca dyplomowa pt. „Gminna strategia rozwiązywania problemów społecznych – studium przypadku” związana jest z tematyką pomocy społecznej, głównie na poziomie najniższej jednostki samorządu terytorialnego jaką jest gmina. Zgodnie z ustawą o pomocy społecznej z dnia 12.03 2004 r. to właśnie na gminie w głównej mierze spoczywa ciężar związany ze świadczeniem pomocy najuboższym obywatelom, pomimo istniejącego obowiązku osób fizycznych i prawnych do zaspokajania ich niezbędnych potrzeb życiowych. Współcześnie wśród głównych wyzwań społecznych, z którymi muszą mierzyć się samorządy, są problemy ubóstwa, bezrobocia, bezdomności, niepełnosprawności i wielu innych. Konieczność pomagania drugiemu człowiekowi od zawsze była wpisana w system ludzkich wartości. Początkowo wynikała z potrzeby serca, nakazów, religii a z czasem stała się obowiązkiem państwa. Zgodnie z ustawą o pomocy społecznej każda gmina musi opracować strategię rozwiązywania problemów społecznych z uwzględnieniem programów pomocy społecznej i profilaktyki. Celem pomocy społecznej jest również integracja osób i rodzin oraz pomoc w przezwyciężaniu ich trudnej sytuacji życiowej. Gmina stawiane przed nią zadania związane z pomocą społeczną realizuje poprzez gminne jednostki organizacyjne takie jak: Ośrodki Pomocy Społecznej oraz Ośrodki Wsparcia i Domy Pomocy Społecznej. W pierwszym rozdziale pracy zostały opisane zadania z zakresu pomocy społecznej, które gmina jako główny realizator musi wypełnić. Są to zadania własne obowiązkowe i dobrowolne oraz zadania zlecone z administracji rządowej, które są obligatoryjne. Sformułowany katalog nie jest zamknięty, ponieważ mogą pojawić się sprawy wynikające ze szczególnych ustaw, które mogą zostać zaliczone do zadań własnych. W kolejnym rozdziale przedstawione zostały instrumenty pomocy społecznej oraz sposoby ich finansowania. Do instrumentów zalicza się szeroki zakres świadczeń zarówno pieniężnych, jak i niepieniężnych instytucji, wielofunkcyjnych placówek. Świadczenia, są fundamentalną instytucją pomocy społecznej, są wypłacane lub kierowane do osób, które ich najbardziej potrzebują, których sytuacja życiowa uzasadnia ich przyznanie. Ostatni rozdział pracy jest studium przypadku na przykładzie Gminnego Ośrodka Pomocy Społecznej w Starych Babicach. Praca w tej części opiera się na analizie materiałów badawczych. Są to dokumenty tworzone przez badaną gminę oraz funkcjonujący w jej ramach Ośrodki Pomocy Społecznej. Praca ma na celu przedstawienie wniosków wynikających z przeprowadzonego studium i wskazanie aspektów które mogą być istotne dla dalszych rozważań.
