Green Privilege in São Paulo: A spatial analysis of the tension between environmental effectiveness and unequal access to green infrastructure in consolidated urban areas

dc.abstract.en	This thesis investigates the spatial and institutional mechanisms of Green Privilege within the Municipality of São Paulo. The study analyzes the tension between environmental effectiveness and unequal access to urban green spaces (UGS) in the Macrozone of Urban Structuring and Qualification. Employing an Explanatory Sequential Mixed-Methods Design, the research stratified 20 districts into Privileged and Vulnerable cohorts. The quantitative phase analyzed the environmental effectiveness of UGS and socio-spatial demographics across these two district groups. The qualitative phase incorporated semi-structured interviews with public officials from the Municipality of São Paulo to capture the institutional realities regarding the implementation of UGS and its socio-spatial consequences. Findings reveal that Privileged districts are significantly cooler, exhibiting a higher coverage of UGS than Vulnerable districts. Economically, real estate speculation diverges between the two cohorts, where Privileged districts experience a negative green premium and Vulnerable districts experience a positive green premium. Furthermore, the qualitative data demonstrate that the Municipality of São Paulo faces a policy paradox. The executive branch projects an illusion of institutional impotence regarding the negative externalities of UGS implementation, while simultaneously promoting and facilitating the commodification of these areas. The research concludes that UGS in São Paulo do not operate as universally beneficial public amenities, but rather function as highly financialized spatial products that reproduce Green Privilege.
