Relacje UE-RPA w kontekście postkolonialnym: aspekty polityczne i gospodarcze
| dc.abstract.en | This thesis analyzes the relations between the European Union and the Republic of South Africa after 1994 from the perspective of postcolonial theory and neocolonialism. The main objective is to critically verify the partnership of equals narrative and to identify the mechanisms of asymmetry in the economic, political, and normative spheres. The study posits that these relations, despite their formal status as a strategic partnership, reproduce mechanisms of neocolonial dependence. This is a result of path dependence within EU structures, where colonial patterns have been replicated in the mindset and organization of the bureaucracy. An analysis of the trade structure reveals the perpetuation of a postcolonial division of labor, in which South Africa acts as an exporter of raw materials, while the EU serves as a provider of highly processed goods. It has been demonstrated that the frameworks of cooperation (TDCA, EPA) and EU non-tariff barriers (e.g., phytosanitary regulations) limit South Africa's economic autonomy and industrial potential. In the ideological sphere, the EU employs the concept of normative power, which this thesis interprets as a manifestation of epistemic violence through the imposition of Western standards as universal. The study also highlights the influence of the interests of the most powerful member states, particularly Germany, France, and the Netherlands, in shaping EU policy towards Pretoria. The final stage of the analysis demonstrates that South Africa's membership in the BRICS group constitutes a strategic attempt to diversify international ties and reduce its unilateral dependence on the Global North. The final conclusions confirm the asymmetrical nature of the partnership, where the initiative and the definition of needs remain on the European side. |
| dc.abstract.pl | Niniejsza praca analizuje relacje Unii Europejskiej z Republiką Południowej Afryki po 1994 roku z perspektywy teorii postkolonialnej i neokolonializmu. Głównym celem jest krytyczna weryfikacja narracji o „partnerstwie równych” oraz identyfikacja mechanizmów asymetrii w sferze gospodarczej, politycznej oraz normatywnej. Praca stawia tezę, że stosunki te, mimo formalnego statusu partnerstwa strategicznego, reprodukują mechanizmy zależności neokolonialnej, co jest wynikiem zjawiska path dependence (zależność od ścieżki) w strukturach unijnych, gdzie wzorce kolonialne zostały skopiowane w sposobie myślenia i organizacji biurokracji. Analiza struktury wymiany handlowej wykazuje utrwalanie postkolonialnego podziału pracy, w którym RPA pełni rolę eksportera surowców, a UE dostawcy dóbr wysoko przetworzonych. Wykazano, że ramy współpracy (TDCA, EPA) oraz unijne bariery pozataryfowe (np. przepisy fitosanitarne) ograniczają autonomię gospodarczą i potencjał industrialny RPA. W sferze ideowej UE wykorzystuje koncepcję normative power, co w pracy zinterpretowano jako przejaw przemocy epistemicznej poprzez narzucanie zachodnich standardów jako uniwersalnych. W pracy ukazano również wpływ interesów najsilniejszych państw członkowskich, w szczególności Niemiec, Francji i Niderlandów, na kształtowanie unijnej polityki wobec Pretorii. Ostatni etap analizy dowodzi, że członkostwo RPA w grupie BRICS stanowi strategiczną próbę dywersyfikacji powiązań międzynarodowych i ograniczenia jednostronnej zależności od Globalnej Północy. Wnioski końcowe potwierdzają asymetryczny charakter partnerstwa, w którym inicjatywa i definicja potrzeb pozostają po stronie europejskiej. |
