Idea merytokracji w historii doktryn politycznych i prawnych

dc.abstract.en	The aim of this paper is to describe the historical development of the idea of meritocracy over the centuries, along with examples of its actual implementation in the political reality of governance. In this paper, meritocracy is understood as a system that promotes the rule of competent individuals, both in terms of their skills and their appropriate moral standing. The study explores how meritocratic authority is justified, what mechanisms are proposed for its effective implementation and examines its political and social aspects. The history of the idea of meritocracy is presented through the perspectives of prominent European political thinkers, including Plato, St. Augustine, and J. S. Mill. Additionally, it includes an account of the development of Confucian meritocracy in ancient China, along with an analysis of the challenges associated with implementing meritocratic selection mechanisms for government officials. The paper also discusses the context of social meritocracy through the views expressed by Michael Young and the broader debate on the nature and characteristics of meritocracy in the Western world. Furthermore, contemporary examples of political meritocracy are presented, with a focus on Singapore and the People's Republic of China. The study is based on a descriptive methodology, with a predominant use of English-language academic articles and books over equivalent scholarly materials in Polish.
dc.abstract.pl	Celem niniejszej pracy jest opisanie jak kształtowała się historia idei merytokracji na przestrzeni wieków wraz z podaniem przykładów faktycznej implementacji tejże idei do politycznej rzeczywistości sprawowania władzy. Merytokracja w tej pracy jest rozumiana jako ustrój, który promuje rządy ludzi kompetentnych, zarówno w wymiarze posiadanych umiejętności jak i też o odpowiednim poziomie moralnym. Praca ukazuje w jaki sposób uzasadniania jest władza merytokracji, jakie mechanizmy są proponowane do jej skutecznej implementacji oraz przedstawia jej polityczne i społeczne aspekty. Historia idei merytokracji jest przedstawiana na przykładzie wybitnych europejskich myślicieli politycznych, takich jak m.in. Platon, św. Augustyn czy też J. S. Mill oraz zawiera opis rozwoju merytokracji konfucjańskiej w starożytnych Chinach wraz z opisem problematyki wdrażania mechanizmów merytokratycznej selekcji urzędników. Praca opisuje również kontekst merytokracji społecznej na przykładzie poglądów wyrażonych przez Michaela Younga, oraz debaty nad istotą i charakterystyką merytokracji w świecie zachodnim. Przedstawione są również współczesne przykłady politycznej merytokracji na przykładzie Singapuru oraz Chińskiej Republiki Ludowej. Do sporządzenia pracy została użyta metodologia opisowa, z przewagą wykorzystania anglojęzycznych artykułów naukowych i książek nad analogicznym materiałem naukowym w języku polskim.
