Bezpieczeństwo ekologiczne polskich obszarów morskich wobec zagrożeń wynikających z zatopionej broni i wraków

dc.abstract.en	The aim of this thesis is to analyze threats to the ecological security of the Polish Sea Areas resulting from the presence of dumped chemical and conventional weapons, as well as shipwrecks in the Baltic Sea. The Baltic Sea is considered a shallow almost enclosed body of water with limited and long-term water exchange. These characteristics make it particularly vulnerable to the accumulation of pollution and destructive impact of hazardous substances. After discussing the basic terminology related to the subject, the thesis refers to the origins of hazardous materials present in the sea, the locations of their occurrence reported in the literature and the estimated quantity of such objects. Attention is drawn to the incidents involving dumped weapons and the specific dangers they pose. The following part focuses on shipwrecks, including particularly dangerous vessels. The classifications of submerged objects are discussed and it is emphasized that not all of them constitute a real threat – some are important from a cultural and historical perspective. Finally, the thesis refers to the most important legal issues connected with the presence of weapons and wrecks in the Polish Sea Areas, as well as to the measures that have been undertaken regarding their investigation and neutralization.
dc.abstract.pl	Celem pracy jest analiza zagrożeń dla bezpieczeństwa ekologicznego polskich obszarów morskich, jakie wynikają z obecności w Morzu Bałtyckim zatopionej broni chemicznej, konwencjonalnej oraz wraków. Bałtyk uznaje się za akwen płytki, niemal zamknięty, o ograniczonej i długotrwałej wymianie wód. Cechy te sprawiają, że jest on szczególnie podatny na kumulację zanieczyszczeń oraz destrukcyjny wpływ substancji niebezpiecznych. W pracy po omówieniu podstaw terminologicznych związanych z tematem, odniesiono się do genezy obecności w morzu materiałów niebezpiecznych, wymienianych w literaturze lokalizacji ich zalegania oraz do szacowanej ilości takich obiektów. Zwrócono uwagę na incydenty związane z zatopioną bronią oraz konkretne niebezpieczeństwa jakie ona stwarza. W dalszej części skupiono się na kwestii wraków, w tym na szczególnie niebezpiecznych jednostkach. Omówiono stosowane klasyfikacje zatopionych obiektów oraz zaznaczono, że nie wszystkie stwarzają realne zagrożenie – niektóre są ważne z punktu widzenia kultury i historii. Na koniec odwołano się do najważniejszych kwestii prawnych, które mają związek z zaleganiem broni i wraków w polskich obszarach morskich oraz do działań jakie zostały podjęte w związku z ich badaniem czy neutralizacją.
