Bezpieczeństwo informacyjne Rzeczypospolitej Polskiej wobec zagrożeń hybrydowych Federacji Rosyjskiej po 2014 roku
| dc.abstract.en | The subject of this master's thesis is the analysis of the impact of Russian hybrid activities on the information security of the Republic of Poland between 2014 and 2024. The main research objective was to examine the evolution of hostile attack vectors and to assess the effectiveness of the Polish defense system in the face of escalating cognitive and cyber warfare. The analysis of Russian strategic documents reveals that after 2014, Russia began to treat information as a fully-fledged weapon. This thesis demonstrates that contemporary operations conducted by Belarusian and Russian intelligence services rely less on sophisticated security breaches and increasingly on the mass deception of individuals. The targets of these attacks are no longer limited to government systems or energy infrastructure, but also include hospitals, local government offices, and, above all, the minds and emotions of ordinary citizens. The subsequent chapters describe how Poland has adapted to these emerging threats. The study discusses the development of the National Cybersecurity System, threat detection utilizing open-source intelligence (OSINT), and the state's efforts to counter online misinformation and alert its citizens. The conducted research leads to the conclusion that Poland has established highly advanced and modern technical protection systems. However, technology alone is insufficient. The greatest remaining challenges are legal loopholes that hinder a rapid state response, and human vulnerability to manipulation. Therefore, the ultimate guarantor of Poland's security is not antivirus software, but comprehensive education and building long-term resilience to disinformation within society. |
| dc.abstract.pl | Przedmiotem niniejszej pracy magisterskiej jest analiza wpływu rosyjskich działań hybrydowych na bezpieczeństwo informacyjne Rzeczypospolitej Polskiej w latach 2014-2024. Głównym celem badawczym było zbadanie ewolucji wektorów wrogich ataków oraz ocena skuteczności polskiego systemu obronnego w obliczu narastającej wojny kognitywnej i cybernetycznej. Analiza rosyjskich dokumentów strategicznych pokazuje, że po 2014 roku Rosja zaczęła traktować informację jako pełnoprawną broń. Praca udowadnia, że dzisiejsze operacje prowadzone przez białoruskie i rosyjskie służby rzadziej polegają na skomplikowanym łamaniu zabezpieczeń, a coraz częściej na masowym oszukiwaniu ludzi. Celem ataków nie są już tylko systemy rządowe czy infrastruktura energetyczna, ale także szpitale, urzędy gmin oraz przede wszystkim umysły i emocje zwykłych obywateli. W kolejnych rozdziałach opisałam, jak Polska dostosowała się do tych nowych zagrożeń. Omówiłam budowę Krajowego Systemu Cyberbezpieczeństwa, wyłapywanie zagrożeń za pomocą tzw. białego wywiadu oraz to, jak państwo walczy z kłamstwami w sieci i ostrzega obywateli. Z przeprowadzonych badań płynie wniosek, że Polska stworzyła bardzo dobre i nowoczesne systemy ochrony technicznej. Jednak technologia to nie wszystko. Największymi wyzwaniami pozostają luki w prawie, które utrudniają szybką reakcję państwa, oraz podatność ludzi na manipulacje. Dlatego ostatecznym gwarantem bezpieczeństwa Polski nie są programy antywirusowe, lecz powszechna edukacja i budowanie w społeczeństwie trwałej odporności na dezinformację. |
