City-University Partnerships in Crisis Management: A Case Study of Strategic Urban Planning for Earthquake Resilience in Turkey
| dc.abstract.en | Urban resilience is essential in preparing for and responding to rare, unpredictable disasters, often referred to as “black swan” events, such as earthquakes. Studies have proven that in earthquake-prone regions like that of Turkey, City-University Partnerships (CUPs) play a crucial role in enhancing resilience. These partnerships leverage the expertise of academic institutions alongside the resources of local governments and communities to significantly improve disaster preparedness through research, public education, and innovative mitigation strategies. Despite these advances, bureaucratic inertia, financial constraints, and a lack of policy integration hamper these partnerships. An examination of the role CUPs play in strengthening urban resilience is presented in this study, which examines the aftermath of the February 6, 2023, earthquakes in Turkey. It addresses critical questions: How do CUPs contribute to pre-disaster planning? What challenges do they face in implementation? How can lessons from international best practices inform their future development? Through an analysis of Kahramanmaraş, a city severely affected by the 2023 earthquakes in Turkey, this study applies the Triple Helix Model to examine the structural, socio-political, and collaborative dynamics between universities, government agencies, and industry stakeholders. This study utilizes qualitative methods, such as policy analysis, literature review, and an assessment of existing disaster mitigation frameworks. Findings show that CUPs can help disaster resilience by improving hazard mapping, early warning systems, and disaster education. But limited funding for disaster-related research, a lack of coordination between institutions, and corruption in the construction sector make them less effective. It also stresses the importance of incorporating interdisciplinary approaches into CUPs to enhance scenario modeling, public engagement in risk assessments, and align building code enforcement with international standards. It recommends formal agreements between universities, local governments, and AFAD to facilitate data-sharing and collaborative research. Providing global examples such as Japan’s J-ALERT system and the US Geological Survey’s “Did You Feel It?” initiative, the research suggests that participatory early warning mechanisms and community-based disaster education programs could significantly enhance Turkey’s disaster preparedness. Ultimately, this study underscores the critical role of CUPs in fostering urban resilience and calls for policy reforms that strengthen institutional collaboration, financial sustainability, and long-term disaster risk reduction strategies. |
