Incydenty w bezpieczeństwie lotnictwa cywilnego – studium przypadków

dc.abstract.en	Master's thesis Incidents in Civil Aviation Security: A Case Study aims to examine how incidents have influenced the development of civil aviation security. The thesis presents the theoretical foundations of civil aviation security and their evolution up to the current legal state. The theoretical foundations also describe international solutions and their implementation into Polish national law. The thesis explains how incidents are perceived, where in the aviation industry they function under the name of aviation occurrences. The thesis then explains the definitions of aviation occurrences, listing their categories and classification according to international standards. For the sake of coherence, the thesis also addresses the topic of the airport security system, the violation of which also leads to the occurrence of aviation incidents. The thesis also presents a case study of selected aviation occurrences, explaining their course, causes, and the safety recommendations issued by investigative commissions. This is followed by a comparative analysis of statistics gathered by ICAO, in order to compare the effectiveness of the reactive and proactive methods used to shape civil aviation security. The conclusion presents the justification for the thesis claiming that the evolution of the approach to aviation occurrences has had the greatest impact on the increase in civil aviation security.
dc.abstract.pl	Praca magisterska „Incydenty w bezpieczeństwie lotnictwa cywilnego: studium przypadków” ma na celu badanie jak incydenty wpływały na rozwój bezpieczeństwa lotnictwa cywilnego. Opisane są teoretyczne podstawy bezpieczeństwa lotnictwa cywilnego, ich ewolucja aż do osiągnięcia aktualnego stanu prawnego. Teoretyczne podstawy opisują również rozwiązania międzynarodowe oraz ich implementację do polskiego prawa krajowego. Praca tłumaczy jak postrzegane są incydenty, gdzie w branży lotniczej funkcjonują pod nazwą zdarzeń lotniczych. Praca następnie wyjaśnia definicje zdarzeń lotniczych, wymienia kategorie i ich klasyfikację według norm międzynarodowych. Dla zachowania spójności praca opisuje również temat systemu bezpieczeństwa portów lotniczych, którego naruszenie również prowadzi do występowania zdarzeń lotniczych. W dalszej części przeprowadzono studium przypadków wybranych zdarzeń lotniczych, wyjaśniając ich przebieg, przyczyny oraz zalecenia bezpieczeństwa komisji badawczych. Następnie dokonana jest analiza porównawcza statystyk gromadzonych przez ICAO, dla porównania skuteczności metody reaktywnej i proaktywnej wykorzystywanej do kształtowania bezpieczeństwa lotnictwa cywilnego. W zakończeniu zawarto uzasadnienie tezy twierdzącej, że największy wpływ na wzrost bezpieczeństwa lotnictwa cywilnego spowodowała ewolucja podejścia do zdarzeń lotniczych.
