TRANSFORMACJA CYFROWA ADMINISTRACJI PUBLICZNEJ DOBRE PRAKTYKI I BARIERY. PORÓWNANIE POLSKI I ESTONII JAKO LIDERA E-ADMINISTRACJI

dc.abstract.enThe subject of this master's thesis is a comparative analysis of digital transformation, using the examples of public administration in Poland and Estonia. Its objective is to identify the most significant systemic barriers and describe the good practices implemented by Estonia. The main research question is whether Estonia, as one of the leaders of digital transformation in Europe, achieves a higher level of effectiveness in implementing e-services in public administration than Poland. The thesis posits the hypothesis that Estonia's advantage in digitization rankings stems from the earlier implementation of cohesive legal and technical foundations, particularly in the field of inter-agency data exchange, which translates into greater effectiveness of the offered e-services compared to Poland.
dc.abstract.plTematem niniejszej pracy magisterskiej jest przedstawienie analizy porównawczej transformacji cyfrowej na przykładzie administracji publicznej w Polsce i Estonii. Jej celem jest wskazanie najważniejszych barier systemowych oraz opisanie dobrych praktyk stosowanych przez Estonię. Główne pytanie badawcze brzmi: czy Estonia, jako jeden z liderów transformacji cyfrowej w Europie, osiąga wyższy poziom skuteczności we wdrażaniu e-usług w administracji publicznej niż Polska? W pracy przyjęto hipotezę, zgodnie z którą przewaga Estonii w rankingach cyfryzacji wynika z wcześniejszego wdrożenia spójnych fundamentów prawnych i technicznych, zwłaszcza w zakresie wymiany danych między urzędami, co przekłada się na większa skuteczność oferowanych e-usług w porównaniu z Polską.
