| dc.abstract.en | The objective of this master's thesis is to analyze the evolution of the United States' national security strategy toward Central and Eastern Europe between 1989 and 2025. This region, historically situated at the crossroads of Eastern and Western civilizations, has played a critical role in shaping the strategic order of Europe. Despite occupying a secondary position within American strategic priorities, Central and Eastern Europe emerged after the Cold War as a significant component of Washington's global strategy - primarly as part of a broader effort to counteract the influense of the Russian Federation and promote democratic values. The central hypothesis of this study posits that U.S. policy toward the region has been reactive and opportunistic, driven more by global upheavals and crises than by a coherent, long-term strategic vision. The thesis demonstrates that the increasing importance of the region in the U.S. strategic outlook was typically a response to specific events, such as war in Georgia, the annexation of Crimea, or the Russian invasion of Ukraine, rather than a consequence of a sustained strategic shift. The thesis is devided into three chapters. The first chapter has a theoretical character. It explores the concept of strategy within political, military and social sciences and examines classical strategic doctrines. It also introduces the concept of the Intermarium as a strategic space and addresses the definitional complexity of Central and Eastern Europe. The second chapter offers an analysis of the transformative period from 1989 to 2009, focusing on the dissolution of the USSR, the eastern enlargement of NATO and the European Union, and the evolving perception of the region as NATO's eastern flank. It highlights the gradual transition in U.S. policy, from supporting democratic movements to developing military cooperation and deterrence against Russia. The third chapter concentrates on the years 2009-2025, examining the strategies of three U.S. administrations: Barack Obama, Donald Trump and Joe Biden. It reveals the shifting priorities of U.S. foreign policy and their implications for the level of engagement in Central and Eastern Europe. This study employs qualitative document analysis, a systematic approach and comparative analysis. Empirical sources include U.S. strategic documents, think tank reports and a wide range of scholarly literature. The findings indicate a lack of consistent, long-term U.S. strategic planning toward Central and Eastern Europe and underscore the region's policy dependence on U.S.-Russia relations and the broader context of global security threats. |
| dc.abstract.pl | Celem niniejszej pracy magisterskiej jest analiza ewolucji strategii bezpieczeństwa narodowego Stanów Zjednoczonych wobec Europy Środkowo-Wschodniej w latach 1989-2025. Region ten, przez stulecia pozostający przestrzenią scierania się interesów cywilizacyjnych Wschodu i Zachodu, odgrywa istotną rolę w kształtowaniu europejskiego ładu strategicznego. Pomimo drugorzędnego charakteru w amerykańskich priorytetach strategicznych, Europa Środkowo-Wschodnia stała się po zimnej wojne istotnym elementem globalnej strategii Waszyngtonu, przede wszystkim jako część szerszego planu przeciwdziałania wpływom Federacji Rosyjskiej i promowania wartości demokratycznych. Główna hipoteza pracy zakłada, że polityka USA wobec regionu miała charakter reaktywny i oportunistyczny, uzależniony od globalnych przesileń i kryzysów, a nie od długofalowej, spójnej wizji strategicznej. Praca ukazuje, że wzrost znaczenia regionu w percepcji USA był zwykle odpowiedzią na konkretne wydarzenia, takie jak wojna w Gruzji, aneksja Krymu czy inwazja Rosji na Ukrainę, a nie wynikiem trwałego przesunięcia interesu strategicznego. Praca podzielona została na trzy rozdziały. Pierwszy z nich ma charakter teoretyczny. Przedstawia pojęcie strategii w kontekście nauk politycznych, wojskowych i społecznych oraz analizuje koncepcje klasyczne. Rozdział ten wprowadza także ideę Międzymorza jako przestrzeni strategicznej oraz złożoność definicyjną Europy Środkowo-Wschodniej. Rozdział drugi obejmuje analizę okresu transformacyjnego (1989-2009), skupiając się na upadku ZSRR, rozszerzeniu NATO i UE oraz kształtowaniu się percepcji regionu jako wschodniej flanki Zachodu. Wskazuje na ewolucję podejścia USA - od wsparcia ruchów demokratycznych po rozwijanie relacji wojskowych i odstraszania Rosji. Trzeci rozdział koncentruje się na latach 2009-2025, analizując politykę trzech administracji: Baracka Obamy, Donalda Trumpa oraz Joe Bidena. Ukazuje zmienność priorytetów USA i ich wpływ na poziom zaangażowania w regionie Europy Środkowo-Wschodniej. W pracy zastosowano metody jakościowej analizy dokumentów, podejście systemowe i analizę porównawczą. Źródła empiryczne stanowiły dokumenty strategiczne USA, raporty think tanków oraz liczne publikacje naukowe. Wnioski pracy wskazują na brak spójnej, długoterminowej strategii amerykańskiej wobec Europy Środkowo-Wschodniej oraz silną zależność polityki regionu od relacji z Rosją i bieżących zagrożeń dla porządku międzynarodowego. |
