dc.abstract.en	The master's thesis addresses the issue of institutional logics present in the foster care system in Poland, which are shaped based on the legislative system and the empirical experiences of actors within the system. The theoretical part of the thesis presents an analysis of institutional logics based on current law, taking into account legislative changes over time. Institutional logics are the principles that sustain the functioning of institutions, shape them, and change them. These logics are carriers of values and patterns of practices, and they can also be treated as an organisational culture. Based on these logics, individuals make interpretations and take actions at various levels of the organization, at the level of structure as well as daily life. Due to the multi-level nature of the issue, the concept of a system is similiar with the concept of an institution, organization, or a set of institutional logics. Depending on the perspective, logics can appear at the structural (macro), cultural (micro), or process (mezzo) levels. These logics intersect, replace one another over time, and can also place themselves in opposition or contradiction. The human factor is a fundamental determinant in the creation and functioning of institutional logics. Approaching the foster care system from an institutional perspective can help uncover the mechanisms that create and sustain this system in its actual form. The system is currently facing a crisis, and perhaps an analysis of the logics will help perceive the problem from various angles, thus providing a better understanding of the underlying causes of the crisis in foster parenting. The second part of the thesis describes a study conducted using the ethnographic interview method and contains the identification of institutional logics that emerge from everyday life. The study is based on searching for patterns and meanings in the interwievs with selected actors, whose positions vary within the system. The research topic is related to the significance of institutional care provided by care facilities, as a crucial element of the system in the context of the crisis affecting foster parenting. The legislator's aim is deinstitutionalization, as family-based care is being considered as a better solution than institutional care. The results of the study shed light on this dilemma, but they do not provide a clear-cut answer in the form of a ready-made solution. Both, institutional care and family-based care, are necessary and play significant roles in the system, addressing the diverse needs of the individuals in care.
dc.abstract.pl	Praca magisterska podejmuje zagadnienie dotyczące logik instytucjonalnych, które obecne są w systemie opieki zastępczej w Polsce, a kształtują się w oparciu o system legislacyjny oraz doświadczenia empiryczne aktorów systemu. W części teoretycznej pracy znajduje się analiza logik instytucjonalnych w oparciu o obowiązujące prawo, z uwzględnieniem zmian legislacyjnych następujących w czasie. Logiki instytucjonalne to zasady podtrzymujące funkcjonowanie instytucji, tworzące ją, jak i mające wpływ na zmiany w jej obrębie. Logiki są nośnikami wartości i wzorcami praktyk, można je także utożsamiać z kulturą instytucji. Na ich podstawie jednostki dokonują interpretacji i podejmują działania na różnych poziomach organizacji, zarówno wpływając na jej strukturę jak i regulując codzienne życie. Ze względu na wielopoziomowy charakter zagadnienia, pojęcie systemu tożsame jest z pojęciem instytucji, organizacji lub zestawu logik instytucjonalnych. W zależności od ujęcia mogą się pojawiać logiki poziomu strukturalnego (makro), kulturowego (mikro) czy też procesowego (mezzo). Logiki przenikają się, zastępują jedna drugą w czasie, mogą być także w opozycjach czy w sprzeczności. Czynnik ludzki jest podstawowym determinantem kształtowania się i funkcjonowania logik instytucjonalnych. Spojrzenie na system opieki zastępczej przez pryzmat instytucjonalny może pomóc dostrzec mechanizmy, które tworzą i podtrzymują ten system w jego faktycznym kształcie. System obecnie dotyka sytuacja kryzysowa, być może analiza logik pomoże dostrzec problem z różnych perspektyw, a tym samym lepiej zrozumieć podłoże kryzysu rodzicielstwa zastępczego. Druga cześć pracy stanowi opis badania dokonanego metodą wywiadu etnograficznego oraz zawiera wyodrębnienie logik instytucjonalnych, które wyłaniają się w ujęciu z życia codziennego. Badanie opiera się na poszukiwaniu wzorców i znaczeń w wypowiedziach wybranych aktorów, takich których pozycja w systemie jest różna. Temat badawczy związany jest ze znaczeniem opieki instytucjonalnej świadczonej przez placówki opiekuńcze jako istotnego elementu systemu w kontekście kryzysu dotykającego rodzicielstwo zastępcze. Założeniem ustawodawcy jest deinstytucjonalizacja, opieka typu rodzinnego uważana jest za lepsze rozwiązanie niż piecza instytucjonalna. Wyniki badania rzucają światło na ten dylemat jednak nie dają jednoznacznej odpowiedzi w postaci gotowego rozwiązania. Opieka instytucjonalna jak i opieka typu rodzinnego, są obie potrzebne i pełnią w systemie istotne role, wychodząc naprzeciw różnorodnym potrzebom podopiecznych.
