Polskie służby specjalne wobec współczesnych zagrożeń i wyzwań geopolitycznych

dc.abstract.en	The thesis is devoted to the role and principles of operation of the Polish special services in the context of the context of the dynamically developing geopolitical situation and contemporary threats on terrorist, intelligence and hybrid grounds. The purpose of the work is to adequately, reliable and as complete as possible assessment of both the effectiveness and adaptability of the Polish special services in response to new threats in the international arena. In the course of the qualitative research conducted, the activities of four Polish special services: the Internal Security Agency (ABW), the Intelligence Agency (AW), Military Counterintelligence Service (SKW) and Military Intelligence Service (SWW). In the course of the research was guided by an interdisciplinary approach that took into account the perspectives of the sciences of Security, legal and political science, as well as sociological and psychological. In order to answer the research questions posed, the following were used qualitative methods, including analysis of legal acts, professional literature and available media materials. The thesis is divided into four chapters, each of which is devoted to examining the activities of the special services from a different perspective. In the first theoretical basis is discussed, while the second describes the legal norms and structures of the of polish special services and their place in the security system of the Republic of Poland. The third chapter focuses on the practical analysis of the activities undertaken by the formations, and the last chapter is devoted to the development prospects and future challenges facing the Polish special services. Using empirical methods, the work allows for an in-depth analysis of the activities of the Polish special services in the face of a dynamically changing geopolitical situation.
dc.abstract.pl	Praca poświęcona jest roli oraz zasadom funkcjonowania polskich służb specjalnych w kontekście dynamicznie rozwijającej się sytuacji geopolitycznej oraz współczesnych zagrożeń na gruncie terrorystycznym, wywiadowczym oraz hybrydowym. Celem pracy jest adekwatna, rzetelna oraz możliwie kompletna ocena zarówno skuteczności, jak i zdolności adaptacyjnych polskich służb specjalnych w odpowiedzi na nowe zagrożenia na arenie międzynarodowej. W toku przeprowadzonych badań jakościowych analizie poddano działalność czterech polskich służb specjalnych, tj. Agencji Bezpieczeństwa Wewnętrznego, Agencji Wywiadu, Służby Kontrwywiadu Wojskowego oraz Służby Wywiadu Wojskowego. W toku badań kierowano się podejściem interdyscyplinarnym uwzględniającym perspektywy nauk o bezpieczeństwie, nauk prawnych, politologicznych, jak również socjologicznych oraz psychologicznych. Celem odpowiedzenia na postawione pytania badawcze wykorzystano metody jakościowe, w tym analizę aktów prawnych, literatury fachowej oraz dostępnych materiałów medialnych. Przedmiotowa praca podzielona została na cztery rozdziały, z których każdy poświęcony jest badaniu działalności służb specjalnych pod innym kątem. W pierwszym omówione zostały podstawy teoretyczne, drugi zaś opisuje unormowania prawne oraz struktury poszczególnych formacji i ich miejsce w systemie bezpieczeństwa RP. Rozdział trzeci skupia się na praktycznej analizie podejmowanych przez służby działań, a ostatni poświęcony jest perspektywom rozwoju oraz przyszłym wyzwaniom, z którymi zmierzyć się muszą polskie służby specjalne. Praca wykorzystując metody empiryczne pozwala na dogłębną analizę działalności polskich służb specjalnych w obliczu dynamicznie zmieniającej się sytuacji geopolitycznej.
