dc.abstract.en	In this thesis, the organisation of the supervision of an artificial intelligence system is analysed using a comparative legal study. First, based on the literature, an attempt was made to define the term artificial intelligence by comparing the existing definitions, and the essence of artificial intelligence was approximated by explaining related concepts. Next, artificial intelligence is presented in a historical perspective, by means of showing the key points in its development. The following section outlines the areas of use artificial intelligence, as well as the benefits and risks associated with its use. Thus, the first chapter tries to illustrate the essence and functioning of artificial intelligence, decomposing the term into elements included in the structure of subchapters. The second chapter reviews the regulations in the countries and international organisations most advanced in the field of artificial intelligence, touching in detail on the most important acts. The necessity of regulating artificial intelligence systems is also demonstrated. Subsequently, the concept of oversight is defined and existing or designed models of AI oversight are presented, while comparing them with each other. In the last chapter, with reference to the previous parts of the work, presenting the opinions of institutions, experts and the author's own perspective, recommendations were made on the shape of the organisation of the supervision of the artificial intelligence system in Poland.
dc.abstract.pl	W niniejszej pracy dokonano analizy organizacji nadzoru nad systemem sztucznej inteligencji z wykorzystaniem badania prawnoporównawczego. W pierwszej kolejności, w oparciu o literaturę przedmiotu dokonano próby zdefiniowania terminu sztucznej inteligencji poprzez porównanie istniejących definicji, a także przybliżono jej istotę, wyjaśniając pojęcia pokrewne. Następnie przedstawiono sztuczną inteligencję w ujęciu historycznym, za pomocą ukazania najważniejszych punktów w jej rozwoju. W dalszej części nakreślono obszary zastosowania sztucznej inteligencji, a także korzyści i zagrożenia związane z jej wykorzystaniem. Tym samym pierwszy rozdział stara się zobrazować istotę i funkcjonowanie sztucznej inteligencji, rozkładając termin na elementy ujęte w strukturze podrozdziałów. W rozdziale drugim dokonano przeglądu regulacji prawnych w państwach i organizacjach międzynarodowych najbardziej zaawansowanych w dziedzinie sztucznej inteligencji, poruszając szczegółowo najważniejsze akty prawne. Wykazana została również konieczność uregulowania systemów sztucznej inteligencji. Kolejno zdefiniowano pojęcie nadzoru oraz przedstawiono istniejące lub zaprojektowane modele nadzoru nad sztuczną inteligencją, jednocześnie wzajemnie je porównując. W ostatnim rozdziale w nawiązaniu do poprzednich części pracy, prezentując opinie instytucji, ekspertów oraz własną perspektywę, wydano rekomendacje dotyczące kształtu organizacji nadzoru nad systemem sztucznej inteligencji w Polsce.
