Wyniki wyborów do Sejmu RP 1935 i 1938 – historyczna analiza instytucjonalna

dc.abstract.en	The purpose of this work is an institutional analysis of the Sejm elections held in Poland in 1935 and 1938. The theoretical starting point is the electoral systems theories of Douglas W. Rae and Arend Lijphart, whose models are used to interpret the new electoral law and the electoral mechanisms adopted after the April Constitution was passed. Chapter one describes the impact of electoral variables (such as district magnitude, number of seats in the chamber, proportional and majority systems) on the political system. The objectives of the new electoral law and the changes introduced under the new Constitution, leading to the weakening of the position of the Diet in the political system, are also analyzed in this chapter. The second chapter presents the political background of the years 1930-1938, with particular emphasis on: the fight between Sanation and the opposition, the process of adopting a new constitution, the inner situation of the ruling coalition and the formation of the Camp of National Unity. The third chapter presents a detailed analysis of the results of the elections of 1935 and 1938.It discusses the reactions of the opposition, the turnout, boycotts, the participation of minorities in the elections and the overall election results indicating the dominance of the ruling coalition and the marginalization of other political parties. The paper proves that the electoral system introduced in 1935 was not a genuine democratic mechanism for expressing the will of the people. The elections of 1935 and 1938, although formally conducted under democratic procedures, were deprived of real political competition and prove the continuing authoritarianism of the political life of the Second Republic of Poland and highlight the divisions that occurred in the Sanation camp after the death of Józef Piłsudski.
dc.abstract.pl	Celem pracy jest instytucjonalna analiza wyborów do sejmu przeprowadzonych w Polsce w latach 1935 i 1938. Punktem wyjścia są teorie systemów wyborczych Douglasa W. Rae i Arenda Lijpharta, których modele służą do interpretacji nowej ordynacji wyborczej i mechanizmów wyborczych przyjętych po uchwaleniu Konstytucji kwietniowej. W rozdziale pierwszym opisany został wpływ zmiennych wyborczych (takich jak wielkość okręgu, ilość mandatów w izbie, systemy proporcjonalne i większościowe) na system polityczny. Przeanalizowane zostały również założenia nowej ordynacji wyborczej i zmiany wprowadzone na mocy nowej konstytucji, prowadzące do osłabienia pozycji sejmu w systemie politycznym. Rozdział drugi przedstawia tło polityczne lat 1930–1938, ze szczególnym uwzględnieniem: walki sanacji z opozycją, procesu uchwalenia nowej konstytucji, wewnętrznej sytuacji obozu władzy oraz powstania Obozu Zjednoczenia Narodowego. W rozdziale trzecim zaprezentowana została szczegółowa analiza wyników wyborów z 1935 i 1938 r. Omówiono reakcje opozycji, frekwencję, bojkot, udział mniejszości narodowych w wyborach oraz ogólne wyniki wyborów wskazujące na dominację obozu władzy oraz marginalizację innych sił politycznych. W pracy dowiedziono, że system wyborczy wprowadzony w 1935 r. nie był realnym demokratycznym mechanizmem wyrażania woli obywateli. Wybory 1935 i 1938 r., choć formalnie przeprowadzane w ramach demokratycznych procedur, były de facto pozbawione realnej konkurencji politycznej i udowadniają postępującą autorytaryzację życia politycznego II RP oraz uwidaczniają podziały jakie nastąpiły w obozie sanacyjnym po śmierci Józefa Piłsudskiego.
