Cyberbezpieczeństwo sektora zdrowotnego. Analiza wybranych przykładów

dc.abstract.en	This thesis addresses the issue of cybersecurity in the healthcare sector, with particular emphasis on its legal framework, organizational and institutional structure, as well as the characteristic types of threats. The aim of the thesis is to present the importance of cybersecurity for the functioning of healthcare entities, the protection of medical data, and ensuring the continuity of healthcare services. The thesis consists of three chapters. The first chapter conceptualizes the basic research terms used in the thesis. The second chapter presents the legal framework and the structure of the cybersecurity system in the healthcare sector in Poland, with particular emphasis on the amended Act on the National Cybersecurity System, the obligations of key and important entities, and the specific nature of information systems used in the healthcare sector. The third chapter is devoted to the analysis of selected types of threats characteristic of the healthcare sector. Ransomware, social engineering and phishing, as well as data leaks and data theft are discussed. This analysis is supplemented with examples of real incidents that occurred in healthcare sector entities. The thesis indicates that ensuring cybersecurity in the healthcare sector requires a systemic approach based on risk analysis, institutional cooperation, the implementation of appropriate technical and organizational measures, and the development of a security culture within the organization.
dc.abstract.pl	Niniejsza praca podejmuje zagadnienie cyberbezpieczeństwa w sektorze zdrowotnym, ze szczególnym uwzględnieniem jego ram prawnych, struktury organizacyjnej i instytucjonalnej, a także charakterystycznych rodzajów zagrożeń. Celem pracy jest przedstawienie znaczenia cyberbezpieczeństwa dla funkcjonowania podmiotów leczniczych, ochrony danych medycznych oraz zapewnienia ciągłości udzielania świadczeń zdrowotnych. Praca składa się z trzech rozdziałów. W pierwszym rozdziale dokonano konceptualizacji podstawowych terminów badawczych wykorzystywanych w pracy. W drugim przedstawiono ramy prawne i strukturę systemu cyberbezpieczeństwa sektora zdrowotnego w Polsce, ze szczególnym uwzględnieniem znowelizowanej ustawy o krajowym systemie cyberbezpieczeństwa, obowiązków podmiotów kluczowych i ważnych oraz specyfiki systemów informatycznych wykorzystywanych w sektorze zdrowotnym. Trzeci rozdział poświęcono analizie wybranych rodzajów zagrożeń charakterystycznych dla sektora zdrowotnego. Przedstawione zostały ransomware, socjotechnika i phishing, a także wycieki i kradzieże danych. Analiza ta została uzupełniona przykładami rzeczywistych incydentów, które miały miejsce w podmiotach sektora ochrony zdrowia. Praca wskazuje, że zapewnienie cyberbezpieczeństwa sektora zdrowotnego wymaga podejścia systemowego, opartego na analizie ryzyka, współpracy instytucjonalnej, wdrażaniu odpowiednich środków technicznych i organizacyjnych oraz budowaniu kultury bezpieczeństwa w organizacji.
