Integracja sektorowa w zakresie handlu energią między Unią Europejską i Szwajcarią.

dc.abstract.en	This master's thesis is devoted to an analysis of the process of deeper sectoral integration between the European Union and the Swiss Confederation in the context of the new bilateral agreement on electricity. Switzerland, while remaining outside the structures of the EU and the European Economic Area, plays a significant role in the functioning of the European electricity system and maintains a high level of economic interdependence with the EU. The aim of this study is to assess the impact of the new agreement on the development of energy cooperation between the parties through a thorough analysis of the agreement within its regulatory and institutional context, as well as to identify its potential economic effects. The analysis indicates that the new agreement addresses the limitations of the existing bilateral model, and that deepening integration particularly in such a strategic sector can contribute to greater energy security, stability in the functioning of the electricity market, and predictability in cooperation between the parties. At the same time, the agreement preserves Switzerland’s characteristic political autonomy while deepening integration with selected elements of the EU’s internal market. The conclusions of the meta-analysis suggest that the analyzed model could serve as a benchmark for the European Union’s future relations with third countries.
dc.abstract.pl	Niniejsza praca magisterska poświęcona jest analizie procesu pogłębionej integracji sektorowej pomiędzy Unią Europejską a Konfederacją Szwajcarską w kontekście nowej umowy bilateralnej dotyczącej energii elektrycznej. Szwajcaria, pozostając poza strukturami UE i Europejskiego Obszaru Gospodarczego, odgrywa istotną rolę w funkcjonowaniu europejskiego systemu elektroenergetycznego oraz utrzymuje wysoki poziom współzależności gospodarczej z UE. Celem pracy jest ocena wpływu nowego porozumienia na rozwój współpracy energetycznej między stronami poprzez dokładną analizę umowy w kontekście regulacyjnym i instytucjonalnym oraz określenie jego potencjalnych skutków gospodarczych. Analiza wskazuje, że nowa umowa stanowi odpowiedź na ograniczenia dotychczasowego modelu bilateralnego, a pogłębianie integracji szczególnie w tak strategicznym sektorze może przyczynić się do zwiększenia bezpieczeństwa energetycznego, stabilności funkcjonowania rynku energii elektrycznej oraz przewidywalności współpracy pomiędzy stronami. Jednocześnie porozumienie zachowuje charakterystyczną dla Szwajcarii autonomię polityczną przy pogłębionej integracji z wybranymi elementami rynku wewnętrznego UE. Wnioski metaanalizy sugerują, że analizowany model może stanowić punkt odniesienia dla przyszłych stosunków Unii Europejskiej z państwami trzecimi.
