Transformacja polityki bezpieczeństwa państw neutralnych w świetle przystąpienia do NATO

dc.abstract.en	This thesis focuses on the transformation of the concept of neutrality in the policies of two Nordic states - Sweden and Finland. In particular, it examines these countries’ accession to the North Atlantic Treaty Organization (NATO). The accession is treated as a pivotal moment in the identity of states that had previously been associated with a policy of military non-alignment. The thesis is devoted to analyzing and evaluating the origins, context, and consequences of this transformation. It seeks to answer the question of whether the decision to join the Alliance was sudden or rather the culmination of a long-term political and social process. Considerable emphasis is placed on describing and explaining the historical and opinion-shaping factors within Swedish and Finnish societies. At the same time, the thesis aims to highlight the differences in the traditional neutrality status of these two states and to draw attention to the comparative dimension of their accession processes. The study explains the concept of “neutrality” and classifies its various forms according to legal norms and customary practices. It also describes how the definition and perception of the status of the Nordic states have evolved over time under the influence of both geopolitical and „domestic” factors.
dc.abstract.pl	Praca skupia się na transformacji elementu neutralności w polityce dwóch państw nordyckich - Szwecji i Finlandii. W szczególności koncentruje się na przystąpieniu tych państw do Sojuszu Północnoatlantyckiego. Traktuje tę akcesję jako moment przełomowy dla tożsamości państw, związanych dotychczas deklaracją bezaliansowości. Praca poświęcona jest analizie i ocenie genezy, kontekstu oraz skutków tej przemiany. Próbuje odpowiedzieć na pytanie, czy decyzja o dołączeniu do Sojuszu była nagła, czy też podbudowana wieloletnim procesem polityczno-społecznym. Duży nacisk położony został na opisanie i wytłumaczenie wątków historycznych oraz opiniotwórczych w społeczeństwach szwedzkim i fińskim. Celem pracy jest jednocześnie ukazanie różnic pomiędzy dotychczasowym statusem neutralności tych państw i zwrócenie uwagi na element porównawczy ich procesów akcesyjnych. Praca wyjaśnia termin „neutralności” oraz dokonuje ich podziału ze względu na normy prawne lub zwyczajowe. Opisuje, jak w perspektywie czasu zmieniało się definiowanie statusu państw nordyckich ze względu na czynniki geopolityczne i wewnątrzpaństwowe.
