Kwestia Sahary Zachodniej w polityce Hiszpanii wobec państw Wielkiego Maghrebu (1976-2023)

dc.abstract.en	The conflict over Western Sahara remains one of the world's unresolved decolonization issues. This thesis aims to analyze the significance of the Saharan question in Spain’s policy towards the countries of the Greater Maghreb between 1976 and 2023. The first chapter serves as an introduction to the topic from a legal and theoretical perspective. It presents the foundations of international law, which provides the basis for understanding the legal evolution of efforts to resolve the Western Sahara conflict. Particular attention is given to the initiatives of the United Nations, as it is this organization that has developed the legal framework for conducting decolonization processes within the international order. This chapter also highlights Spain’s role as the former administering power and the importance of the right to self-determination. The second chapter is devoted to the evolution of Spanish monarchical policy towards Western Sahara. It presents the colonial background, the decolonization process, and the subsequent development of the conflict. The historical perspective helps to explain the responsibilities of the former administering power toward its former colony. This section focuses on the stages of Spanish policy regarding the Saharan issue, leading to an analysis of how Spain’s position on the conflict has evolved. Special emphasis is placed on recent initiatives and the significance of the policy shift under the government of Pedro Sánchez regarding the Saharan territory. The third chapter explores the interests and positions of selected actors in the Greater Maghreb regarding the question of Western Sahara. This enables a broader analysis of Spain’s relations with the countries of the region. The core of this section is to assess whether the Saharan factor influences the development of Spain’s bilateral relations.
dc.abstract.pl	Konflikt o Saharę Zachodnią stanowi jeden z nierozwiązanych problemów dekolonizacyjnych współczesnej rzeczywistości. Celem niniejszej pracy była analiza znaczenia kwestii saharyjskiej w polityce Hiszpanii wobec państw Wielkiego Maghrebu w latach 1976-2023. Rozdział pierwszy stanowi wprowadzenie do tematyki pracy w perspektywie prawno-teoretycznej. Omówione zostały podstawy prawa międzynarodowego. Posłużyło to do ukazania prawnej ewolucji prób rozwiązania sporu saharyjskiego. Skupiono uwagę na inicjatywach Organizacji Narodów Zjednoczonych, jako, że to właśnie ta organizacja wypracowała ramy prawne dla przeprowadzania procesów dekolonizacji w porządku międzynarodowym. W tej części, uwypuklono rolę Hiszpanii jako byłego mocarstwa administrującego oraz znaczenie prawa do samostanowienia. Rozdział drugi poświęcony został ewolucji polityki monarchii hiszpańskiej wobec Sahary Zachodniej. Przedstawiono historyczne tło kolonialne, proces dekolonizacji i dalszy przebieg konfliktu. Ujęcie perspektywy historycznej pozwoliło zrozumieć znaczenie odpowiedzialności dawnego mocarstwa administrującego wobec swojej byłej kolonii. Następnie, skoncentrowano się na etapach hiszpańskiej polityki wobec kwestii saharyjskiej, co doprowadziło do analizy kształtowania się stanowiska Hiszpanii wobec omawianego konfliktu. Wyróżniono współczesne inicjatywy i znaczenie zmiany stanowiska rządu Pedro Sáncheza wobec sporu na terytorium saharyjskim. W rozdziale trzecim ukazano interesy i stanowiska wybranych aktorów Wielkiego Maghrebu wobec kwestii Sahary Zachodniej. Pozwoliło to, w dalszej kolejności, na analizę relacji monarchii hiszpańskiej z państwami omawianego regionu. Istotę rozważeń stanowiło ukazanie czy czynnik saharyjski ma wpływ na kszałtowanie się hiszpańskich stosunków bilateralnych.
