dc.abstract.en	This study is devoted to evaluating the effectiveness of the United Nations cluster system in coordinating logistical activities during humanitarian operations, based on an analysis of the 2010 earthquake in Haiti. The starting point for the research is the growing number of humanitarian crises and the increasing need for effective international aid. Particular attention was paid to humanitarian logistics as a key element enabling the delivery of aid to end recipients in a rapid, adequate, and effective manner. The aim of this research was to analyze and present the structure and operating principles of the UN cluster system, with particular emphasis on the logistics cluster led by the World Food Program (WFP), as well as to assess its effectiveness using the example of the to the 2010 earthquake in Haiti. The study analyzed the concept of humanitarian logistics, its significance in modern crisis management, and the similarities and differences compared to commercial logistics. The study evaluates selected performance indicators of logistical operations, such as timeliness of deliveries, response speed, quality of coordination among humanitarian actors, and the adequacy of the aid provided. The author highlighted both the strengths of the cluster system, which facilitate cooperation and information exchange, and the systemic gaps that limit the effectiveness of humanitarian operations. The concluding remarks include recommendations for improving logistical coordination in future humanitarian operations.
dc.abstract.pl	Praca poświęcona jest ocenie efektywności systemu klastrowego Organizacji Narodów Zjednoczonych w zakresie koordynacji działań logistycznych w operacjach humanitarnych, na podstawie analizy trzęsienia ziemi na Haiti w 2010 roku. Punkt wyjścia dla badań stanowi rosnąca liczba kryzysów humanitarnych oraz wzrastające zapotrzebowanie na skuteczną pomoc międzynarodową. Szczególną uwagę poświęcono logistyce humanitarnej jako kluczowemu elementowi umożliwiającemu dostarczenie pomocy odbiorcom końcowym w sposób szybki, adekwatny i efektywny. Celem prowadzonych badań była analiza i przedstawienie struktury i zasad funkcjonowania systemu klastrowego ONZ, ze szczególnym uwzględnieniem klastra logistycznego kierowanego przez Światowy Program Żywnościowy (WFP), a także ocena jego skuteczności na przykładzie odpowiedzi humanitarnej po trzęsieniu ziemi na Haiti w 2010 roku. W pracy przeanalizowano pojęcie logistyki humanitarnej, jej znaczenie we współczesnym zarządzaniu kryzysowym oraz podobieństwa i różnice względem logistyki komercyjnej. Ocenie poddano wybrane wskaźniki efektywności działań logistycznych, takie jak terminowość dostaw, szybkość reakcji, jakość koordynacji między aktorami humanitarnymi oraz adekwatność udzielanej pomocy. Autorka wskazała zarówno mocne strony systemu klastrowego, umożliwiające usprawnienie współpracy i wymiany informacji, jak i występujące luki systemowe, ograniczające skuteczność operacji humanitarnych. Wnioski końcowe obejmują rekomendacje dotyczące usprawnienia koordynacji logistycznej w przyszłych operacjach humanitarnych.
