| dc.abstract.en | The master’s thesis provides a comprehensive analysis of the wholesale electricity market in the European Union, with particular emphasis on pricing mechanisms, regulatory architecture, and the historical processes of liberalisation. The study integrates perspectives from policy, market structure, economics, and recent geopolitical developments to examine both the functioning and the challenges of the wholesale electricity sector in the EU. The thesis begins with a precise definition of the wholesale market and an explanation of how prices are formed through exchange platforms and over-the-counter markets. It explores in detail the main pricing mechanisms, including pay-as-clear and pay-as-bid, as well as the role of the merit order and the market clearing price in shaping dispatch decisions and investment signals. Subsequently, the analysis turns to trading mechanisms. Exchange-based trading is presented as the transparent and regulated core of short-term electricity trade, offering benefits in liquidity, risk management through clearinghouses, and reliable price discovery. Over-the-counter trading, on the other hand, is highlighted for its flexibility and crucial role in long-term contracts, hedging, and customised arrangements. The discussion includes legal frameworks such as EFET and ISDA agreements, along with instruments like Power Purchase Agreements (PPAs) and Contracts for Difference (CfDs). The regulatory framework is examined next. The thesis outlines the multilevel governance structure encompassing National Regulatory Authorities, the Agency for the Cooperation of Energy Regulators (ACER), the European Commission, and ENTSO-E. The roles of these institutions are analysed with regard to ensuring transparency, market efficiency, cross-border coordination, and the development of infrastructure. The liberalisation process is then traced through the First, Second, and Third Energy Packages, which progressively established competitive and integrated electricity markets across the European Union. A significant portion of the thesis is devoted to contemporary challenges and reforms. Particular attention is given to the energy crisis of 2022, the consequences of the Russia–Ukraine conflict, Europe’s dependence on gas, and the resulting price spikes. The study examines emergency regulatory responses and proposals for market reform, including the limitations of marginal pricing and potential alternatives such as nodal pricing or hybrid models. The thesis concludes with reflections on the future design principles of the market, ethical implications of different pricing strategies, and the adaptability of the system in light of increasing renewable energy penetration and ambitious climate objectives. |
| dc.abstract.pl | Praca magisterska stanowi kompleksowe opracowanie dotyczące hurtowego rynku energii elektrycznej w Unii Europejskiej, ze szczególnym uwzględnieniem mechanizmów kształtowania cen, architektury regulacyjnej oraz historycznych procesów liberalizacyjnych. Opracowanie integruje perspektywę polityczną, strukturalną i ekonomiczną, a także odnosi się do najnowszych uwarunkowań geopolitycznych w celu analizy funkcjonowania oraz wyzwań stojących przed sektorem hurtowego obrotu energią elektryczną w UE. Praca rozpoczyna się od precyzyjnej definicji rynku hurtowego i wyjaśnienia mechanizmów kształtowania cen poprzez platformy giełdowe oraz rynki pozagiełdowe. Szczegółowo omówiono kluczowe mechanizmy rozliczeniowe, takie jak pay-as-clear i pay-as-bid, a także rolę porządku zasług (merit order) oraz ceny rozliczeniowej rynku w kształtowaniu sygnałów dotyczących dysponowania mocą i decyzji inwestycyjnych. W dalszej części pracy przedstawiono mechanizmy handlu. Handel giełdowy został opisany jako transparentny i regulowany rdzeń krótkoterminowego obrotu energią, oferujący korzyści w zakresie płynności, zarządzania ryzykiem oraz odkrywania cen. Handel pozagiełdowy natomiast został wskazany jako elastyczna i kluczowa forma zawierania kontraktów długoterminowych, zabezpieczających i dostosowanych do indywidualnych potrzeb. Omówiono ramy prawne, takie jak umowy EFET i ISDA, a także instrumenty w rodzaju PPA (Power Purchase Agreements) i CfD (Contracts for Difference). Kolejna część pracy poświęcona jest ramom regulacyjnym. Przedstawiono wielopoziomową strukturę zarządzania obejmującą krajowe organy regulacyjne, Agencję ds. Współpracy Organów Regulacji Energetyki (ACER), Komisję Europejską oraz ENTSO-E. Wyjaśniono role poszczególnych instytucji w zakresie zapewniania przejrzystości, efektywności rynku, koordynacji transgranicznej oraz rozwoju infrastruktury. Proces liberalizacji został omówiony w kontekście Pierwszego, Drugiego i Trzeciego Pakietu Energetycznego, które doprowadziły do powstania konkurencyjnych i zintegrowanych rynków energii elektrycznej w UE. Znaczną część opracowania poświęcono także współczesnym wyzwaniom i reformom. Szczególna uwaga została zwrócona na kryzys energetyczny z 2022 roku, podkreślono wpływ konfliktu rosyjsko-ukraińskiego, zależności od gazu oraz gwałtownych wzrostów cen. Omówiono nadzwyczajne reakcje regulacyjne oraz propozycje reform rynku, w tym ograniczenia systemu cen krańcowych oraz alternatywy, takie jak wycena węzłowa (nodal pricing) czy modele hybrydowe. Pracę zakończono refleksją nad przyszłymi zasadami projektowania rynku, etycznymi implikacjami strategii cenowych oraz zdolnością systemu do adaptacji wobec rosnącego udziału odnawialnych źródeł energii i realizacji celów klimatycznych. |
