Stosunki Unii Europejskiej z Egiptem w kontekście wydarzeń Arabskiej Wiosny

dc.abstract.en	This paper, titled European Union Relations with Egypt in the Context of the Arab Spring, aims to discuss relations prior to the Arab Spring, analyze the EU's response to the events in Egypt, and assess the impact of the Arab Spring on the European Union's current policy towards this country. The paper adopts a research hypothesis that the European Union, in its relations with Egypt, will implement a policy change and take into consideration progress in implementing democratic values. This hypothesis is substantiated by the assertion that the respect and protection of human rights are the foundation of the European Union's actions, and that, in the face of the Arab Spring events, the European Union has from the outset declared its support for the process of democratization and the development of civil society. This paper is based on an analysis of the relevant literature, the content of documents, legal acts, official statements and proclamations, a case study, statistical data, and an analysis of the course of events during the Arab Spring and their implications, including European Union institutions' statements. The analysis led to a conclusion that challenges this hypothesis. A review and assessment of the above elements revealed that the European Union's response was insufficient, particularly given the continued unchanged narrative in its policy towards Egypt since the end of the Arab Spring. Currently, the European Union and Egypt are developing their cooperation, as evidenced by last year's agreement strengthening their cooperation.
dc.abstract.pl	Niniejsza praca pt. „Stosunki Unii Europejskiej z Egiptem w kontekście wydarzeń Arabskiej Wiosny” ma na celu omówienie relacji przed Arabską Wiosną, analizę reakcji UE na wydarzenia w Egipcie oraz ocenę wpływu Arabskiej Wiosny na aktualną politykę Unii Europejskiej względem tego kraju. W pracy przyjęto hipotezę badawczą uznającą, że Unia Europejska w relacjach z Egiptem, podporządkuje swoją politykę postępowi we wdrażaniu wartości demokratycznych. Hipoteza została uzasadniona twierdzeniem, że przestrzeganie i ochrona praw człowieka stanowią fundament działań Unii Europejskiej, a wobec wydarzeń Arabskiej Wiosny, Unia Europejska od początku deklarowała wsparcie procesu demokratyzacji i rozwoju społeczeństwa obywatelskiego. Niniejsza praca została napisana na podstawie analizy literatury przedmiotu, treści dokumentów, aktów prawnych, oficjalnych oświadczeń i wypowiedzi, studium przypadku, danych statystycznych oraz analizy przebiegu wydarzeń Arabskiej Wiosny i jej implikacji, z uwzględnieniem komunikatów instytucji Unii Europejskiej. Dokonanie analizy doprowadziło do konkluzji podważającej hipotezę. Przegląd i ocena powyższych elementów wykazała, że Unia Europejska zareagowała w sposób niewystarczający, w szczególności mając na uwadze kontynuację niezmienionej narracji w polityce wobec Egiptu od zakończenia Arabskiej Wiosny. Obecnie Unia Europejska i Egipt rozwijają współpracę, czego dowodem jest ubiegłoroczna umowa zacieśniająca współpracę.
