Mikropoświadczenia w systemie edukacyjnym Unii Europejskiej

dc.abstract.enThe aim of this paper is to determine the significance of micro-credentials in the EU education system. The thesis combines an analysis of the origins of the concept of lifelong learning, which led to the creation of micro-credentials, with a detailed description of the documents relevant to them. It includes an analysis of the EU's institutional and political framework in education, such as limited legal competences, the role of soft law instruments and open coordination mechanisms. The most important documents described in the thesis are the Council Recommendation of 22 June 2022 on a European approach to micro-credentials and the 2023 guidelines of the Minister of Education and Science on the scope of application of micro-credentials in Poland. The thesis describes aspects such as: the definition of micro-credentials, standard European description elements, rules for development and issuance, quality assurance, recognition and transferability, and the role of digital infrastructure in the verification of credentials. In assessing the current approach, I used the most promising implementation models in other European Union countries. In my opinion, Ireland, Spain and Finland have the most interesting and effective history of implementing micro-credentials into their national education systems. These models were analysed and compared to the stage of implementation in Poland. For the empirical part of the work, I used my own survey, conducted in the form of an online questionnaire, which was distributed on social media and among friends. The number of completed forms is 145. The questionnaire included a personal data section, closed questions, Likert scale questions and one open question. In the form I also identified a sub-sample of people with recruitment experience. In the analysis, I used descriptive statistics and simple cross-sectional comparisons, and grouped the open-ended responses according to the most frequently recurring themes. I suggest that the results be interpreted as a diagnosis of trends in the study group rather than as conclusions representative of the population. The results of my own research indicate a gap between the practice of participating in short forms of learning and the recognition of the concept (70% of respondents had not heard of the term ‘micro-credentials’, even though 79% had participated in short forms of learning at some point). At the same time, 71% of respondents declare an interest in obtaining micro-credentials in the future, with the main barriers being financial and time-related. The attractiveness of micro-credentials is conditional and depends on their usefulness and credibility. The key criteria are the practical application of knowledge and the recognition of micro-credentials by employers. In many industries, there is growing pressure for formal confirmation of competences (56% of economically active people indicate a certification requirement), and 80% of respondents believe that micro-credentials can increase their chances of employment. A complementary approach to these forms of competence certification prevails. 83% of respondents indicate that micro-credentials can complement studies, but cannot replace formal education. The findings confirm the main hypothesis that micro-credentials are a logical response to the needs of the green and digital transition and growing skills gaps, and are an important tool for achieving the EU's lifelong learning and employment policy objectives. At the same time, the effectiveness of implementation depends on the fulfilment of systemic conditions: consistent quality and recognition standards (including links to qualification frameworks), reduction of cost barriers, and development of digital infrastructure to facilitate the verification and transferability of credentials. In my recommendations, I emphasised the need to further strengthen quality standards, develop recognition procedures and financing instruments.
dc.abstract.plCelem tej pracy jest określenie znaczenia mikropoświadczeń w systemie edukacyjnym UE. Praca łączy analizę genezy powstania założenia uczenia się przez całe życie, które doprowadziło do powstania mikropoświadczeń ze szczegółowym opisem dokumentów mających dla nich znaczenie. Uwzględniona została analiza ram instytucjonalnych i politycznych UE w edukacji, takich jak: ograniczone kompetencje prawne, rola instrumentów soft law oraz mechanizmy otwartej koordynacji. Najważniejszymi dokumentami opisanymi w pracy są Zalecenie Rady (UE) z 22 czerwca 2022 r. w sprawie europejskiego podejścia do mikropoświadczeń i wytyczne Ministra Edukacji i Nauki z 2023 r. dotyczące zakresu stosowania mikropoświadczeń w Polsce. W pracy opisane zostały takie aspekty jak: definicja mikropoświadczeń, standardowe europejskie elementy opisu, zasady opracowywania i wydawania, zapewnianie jakości, uznawalność i przenoszalność oraz rola infrastruktury cyfrowej w weryfikacji poświadczeń. W ocenie aktualnego podejścia wykorzystałam najlepiej prezentujące się modele wdrożeniowe w innych krajach Unii Europejskiej. Irlandia, Hiszpania i Finlandia, według mnie, posiadają najciekawszą i najbardziej efektywną historię wdrażania mikropoświadczeń do krajowych systemów edukacji. Modele te zostały przeanalizowane i porównane do etapu wdrożeń w Polsce. Do empirycznej części pracy wykorzystałam autorskie badanie ankietowe, realizowane w formie ankiety internetowej, która została rozdystrybuowana w mediach społecznościowych i wśród znajomych. Liczba kompletnych formularzy biorących udział w badaniu wynosi 145. Kwestionariusz obejmował metryczkę, pytania zamknięte, pytania w skali Likerta oraz jedno pytanie otwarte. W formularzu wyodrębniłam także podpróbę osób z doświadczeniem rekrutacyjnym. W analizie zastosowałam statystyki opisowe oraz proste porównania przekrojowe, a odpowiedzi otwarte pogrupowałam według najczęściej powtarzających się wątków. Sugeruję, aby wyniki interpretować jako diagnozę trendów w badanej grupie, a nie jako wnioski reprezentatywne dla populacji. Wyniki badań własnych wskazują na lukę między praktyką brania udziału w krótkich formach uczenia się a rozpoznawalnością pojęcia (70% badanych nie słyszało o terminie „mikropoświadczenia”, mimo że 79% brało kiedyś udział w krótkich formach uczenia się). Jednocześnie 71% respondentów deklaruje zainteresowanie zdobywaniem mikropoświadczeń w przyszłości, a główne bariery mają charakter finansowy i czasowy. Atrakcyjność mikropoświadczeń jest warunkowa i zależy od ich użyteczności i wiarygodności. Kluczowe kryteria to możliwość praktycznego zastosowania wiedzy oraz uznawalność mikropoświadczeń przez pracodawców. W wielu branżach rośnie presja na formalne potwierdzanie kompetencji (56% osób aktywnych zawodowo wskazuje wymóg certyfikacji), a 80% badanych uznaje, że mikropoświadczenia mogą zwiększyć szanse na zatrudnienie. Dominuje podejście komplementarne wobec tych form poświadczania kompetencji. 83% ankietowanych wskazuje, że mikropoświadczenia mogą uzupełniać studia, natomiast nie zastąpią edukacji formalnej. Wnioski potwierdzają hipotezę główną, że mikropoświadczenia stanowią logiczną odpowiedź na potrzeby transformacji ekologiczno-cyfrowej i narastające luki kompetencyjne oraz są istotnym narzędziem realizacji celów UE w obszarze uczenia się przez całe życie i polityki zatrudnienia. Jednocześnie skuteczność wdrożeń zależy od spełnienia warunków systemowych: spójnych standardów jakości i uznawalności (w tym powiązania z ramami kwalifikacji), ograniczania barier kosztowych oraz rozwijania infrastruktury cyfrowej ułatwiającej weryfikację i przenoszalność poświadczeń. W rekomendacjach podkreśliłam potrzebę dalszego wzmacniania standardów jakości, rozwijania procedur uznawalności i instrumentów finansowania.
