Aktywna polityka państwa na rynku pracy w Polsce w latach 2012-2022

dc.abstract.en	The main objective of this bachelor's thesis is to analyze the instruments of active state policy on the labor market used in Poland in the years 2012–2022 and to assess their effectiveness in reducing the phenomenon of unemployment. The study employed the method of secondary data analysis – primarily labor market statistics – and conducted a literature review on unemployment and labor market policy. The temporal scope of the research covers the period from 2012 to 2022, which allows for examining the effects of active state interventions both during years of stable economic growth and during crisis periods (including the recession caused by the COVID-19 pandemic and the effects of the armed conflict in Ukraine). The thesis consists of three chapters. The first chapter is theoretical in nature – it defines the concept of unemployment and the unemployed, presents the main theories explaining the causes of unemployment (neoclassical theory, Keynesian theory, and search theory), discusses the basic types of unemployment (frictional, structural, cyclical, and natural) and methods of measuring this phenomenon (the registration method and the Labor Force Survey – LFS). The second chapter analyzes the development of the unemployment rate in Poland in the years 2012–2022 and changes in the structure of unemployed persons by gender, age, education level, and place of residence. The third chapter is devoted to active state policy on the labor market – it explains its essence and objectives, characterizes the most important instruments (including measures taken in the face of the COVID-19 pandemic and the influx of refugees caused by the war in Ukraine), and evaluates the effectiveness of these instruments in reducing unemployment during the analyzed period.
dc.abstract.pl	Głównym celem niniejszej pracy licencjackiej jest analiza instrumentów aktywnej polityki państwa na rynku pracy, stosowanych w Polsce w latach 2012–2022 oraz ocena ich skuteczności w ograniczaniu zjawiska bezrobocia. W pracy wykorzystano metodę analizy danych wtórnych – przede wszystkim statystyk rynku pracy – oraz przeprowadzono przegląd literatury przedmiotu dotyczącej bezrobocia i polityki rynku pracy. Zakres czasowy badania obejmuje okres od 2012 do 2022 roku, co pozwala zbadać efekty aktywnych działań państwa zarówno w latach stabilnego wzrostu gospodarczego, jak i w okresach kryzysowych (m.in. recesja wywołana pandemią COVID-19 oraz skutki konfliktu zbrojnego na Ukrainie). Praca składa się z trzech rozdziałów. Rozdział pierwszy ma charakter teoretyczny – definiuje pojęcie bezrobocia i bezrobotnego, prezentuje główne koncepcje wyjaśniające przyczyny bezrobocia (teorię neoklasyczną, keynesowską oraz teorię poszukiwań), omawia podstawowe rodzaje bezrobocia (frykcyjne, strukturalne, cykliczne i naturalne) oraz metody pomiaru tego zjawiska (metodę rejestrową oraz Badanie Aktywności Ekonomicznej Ludności – BAEL). W rozdziale drugim przeanalizowano kształtowanie się stopy bezrobocia w Polsce w latach 2012–2022 oraz zmiany w strukturze osób bezrobotnych według płci, wieku, poziomu wykształcenia i miejsca zamieszkania. Rozdział trzeci poświęcono aktywnej polityce państwa na rynku pracy – wyjaśniono jej istotę i cele, scharakteryzowano najważniejsze instrumenty (w tym działania podjęte w obliczu pandemii COVID-19 oraz napływu uchodźców spowodowanego wojną na Ukrainie), a także dokonano oceny efektywności tych instrumentów w ograniczaniu bezrobocia w analizowanym okresie.
