Multi-level coordination and local humanitarian practice in Colombia’s response to Venezuelan displacement

dc.abstract.en	This thesis examines the humanitarian response to the Venezuelan displacement crisis in Colombia, with a particular focus on coordination between state institutions, international organisations and local non-governmental organisations. Since 2015, Colombia has become the main destination for Venezuelan migrants and refugees. This has created a dual challenge: responding to immediate humanitarian needs while also supporting longer-term socioeconomic integration and access to rights. The study adopts a qualitative methodology based on documentary analysis, policy review and the examination of secondary data from sources including R4V, UNHCR, IOM and Migración Colombia. It also draws on a case study of Fundación Juntos Se Puede, a local NGO, to explore the role of local organisations within the humanitarian response and assess how they contribute to migration governance at the community level. The findings highlight an ongoing tension between humanitarian pragmatism and rights-based protection. Colombia’s large-scale regularisation policies have provided an important response to the scale of displacement, but challenges remain regarding access to refugee status and the effective protection of vulnerable populations. Although coordination mechanisms have strengthened the institutional response, they often remain hierarchical and offer limited opportunities for meaningful participation by local actors. Within this context, Fundación Juntos Se Puede plays an important intermediary role by providing tailored support, facilitating access to services and addressing protection gaps that are not always fully covered by larger institutions. The thesis argues that humanitarian responses to protracted displacement crises require more inclusive and multi-level coordination mechanisms. It also emphasises the need to strengthen rights-based approaches to migration governance and to recognise the essential contribution of local organisations to sustainable and context-specific responses.
