The Evolution of the U.S. Indo-Pacific Strategy: Navigating the Role of Economic Interests.
| dc.abstract.en | The introduction of the US Indo-Pacific Strategy (IPS) in 2017 marked a fundamental shift in US foreign policy. The Trump administration in particular represents a notable reorientation in US priority, focused on the amelioration of the domestic economy through a lower trade deficit with China, and less reliance on foreign supply chains. The evolution of the IPS is seen with the greater emphasis on multilateral action and rules-based order from 2021 to 2025 with the Biden administration. Though it may seem that these administrations may differ wildly in their implementation of the IPS due to their political differences, it is observed that the interests by which each administration operates are extremely similar, notably the economic interests. The evolution and continuity of the IPS is observed through the lens that economic interests serve as the primary driver of the strategy, with both administrations prioritising them the same way. The theoretical frameworks of neorealism and neoliberalism aid in rationalising the actions of each president, although it is quickly seen that these two theories, though heavily contrasting with each other, both have their role in the two administrations. The use of certain qualitative methodologies in the paper help to examine the aspects which were carried over to the next administration, as well as the differing approaches seen in the actions and strategic framing of each administration’s IPS. Moreover, the theoretical framework and methodologies of the paper aid in forming a conclusion as to the role that economic interests play in influencing the broader IPS of the US, throughout both Trump and Biden administrations. |
| dc.abstract.pl | Wprowadzenie amerykańskiej strategii dla regionu Indo-Pacyfiku (IPS) w 2017 roku oznaczało fundamentalną zmianę w polityce zagranicznej USA. W szczególności administracja Trumpa stanowi zauważalną reorientację priorytetów USA, koncentrując się na poprawie kondycji krajowej gospodarki poprzez zmniejszenie deficytu handlowego z Chinami oraz mniejszą zależność od zagranicznych łańcuchów dostaw. Ewolucję IPS widać w większym nacisku na działania wielostronne i porządek oparty na zasadach w latach 2021–2025 za administracji Bidena. Choć ze względu na różnice polityczne może się wydawać, że administracje te diametralnie różnią się w sposobie wdrażania IPS, można zauważyć, że interesy, którymi kieruje się każda z nich, są niezwykle podobne – w szczególności interesy gospodarcze. Ewolucję i ciągłość IPS analizuje się przez pryzmat założenia, że to interesy gospodarcze stanowią główny motor napędowy tej strategii, przy czym obie administracje traktują je priorytetowo w ten sam sposób. Ramy teoretyczne neorealizmu i neoliberalizmu pomagają wyjaśnić działania każdego z prezydentów, aczkolwiek szybko staje się widoczne, że obie te teorie – mimo iż silnie ze sobą kontrastują – odgrywają swoją rolę w działaniach obu administracji. Zastosowanie w pracy określonych metodologii jakościowych pomaga zbadać aspekty, które zostały przejęte przez kolejną administrację, jak również odmienne podejścia widoczne w działaniach i strategicznym ujęciu IPS przez każdą z nich. Ponadto ramy teoretyczne i metodologiczne pracy pomagają sformułować wnioski dotyczące roli, jaką interesy gospodarcze odgrywają w kształtowaniu szerszej strategii indopacyficznej USA, zarówno za kadencji administracji Trumpa, jak i Bidena. |
