Partycypacja osób o pochodzeniu migracyjnym w systemie politycznym Republiki Federalnej Niemiec

dc.abstract.en	This study examines the participation of people of migrant origin in the political system of the Federal Republic of Germany. Its aim is to determine whether the level of representation of this group in Germany’s representative bodies corresponds to their share in the country’s demographic structure. In addition, the thesis identifies the main structural and social barriers limiting the political activity of people of migrant origin, as well as the factors that facilitate or hinder their passive political participation and the forms of their engagement in the political system of the FRG. The analysis covers the historical context of migration to post‑war Germany, an explanation of key statistical concepts, and the basic principles governing the functioning of German representative institutions. On this basis, an empirical study was carried out by analysing publicly available lists of deputies and officials in all elective representative bodies of the FRG, supplemented by existing reports on the presence of people of migrant origin in executive bodies. The thesis also indicates the key factors shaping the level of political participation of this group. The analysis shows that people of migrant origin remain significantly under‑represented in the political system of the FRG, which poses a threat to the functioning of representative democracy in this state. This problem is a major challenge not only for Germany but also for other countries with a high share of migrant populations, and it calls for further in‑depth research.

Jej celem jest zbadanie czy poziom reprezentacji tej grupy w organach przedstawicielskich Niemiec odpowiada jej udziałowi w strukturze demograficznej państwa. Ponadto w pracy zidentyfikowano główne bariery strukturalne i społeczne ograniczające aktywność polityczną osób o pochodzeniu migracyjnym, a także czynniki sprzyjające i utrudniające ich partycypację bierną oraz formy ich zaangażowania w systemie politycznym RFN. Analiza obejmuje kontekst historyczny migracji do powojennych Niemiec, wyjaśnienie kluczowych pojęć statystycznych oraz podstaw funkcjonowania niemieckich instytucji przedstawicielskich. Na tej podstawie przeprowadzono badanie empiryczne polegające na analizie ogólnodostępnych list deputowanych i urzędników we wszystkich wybieralnych ciałach przedstawicielskich RFN, uzupełnione o istniejące raporty dotyczące obecności osób o pochodzeniu migracyjnym w organach wykonawczych. W pracy wskazano również kluczowe czynniki kształtujące poziom partycypacji politycznej tej grupy. Przeprowadzona analiza dowodzi, że osoby o pochodzeniu migracyjnym w systemie politycznym RFN pozostają znacząco niedoreprezentowane, co stanowi zagrożenie dla funkcjonowania demokracji przedstawicielskiej w tym państwie. Problem ten stanowi istotne wyzwanie nie tylko dla Niemiec, lecz także dla innych państw o wysokim udziale ludności migracyjnej i wymaga dalszych pogłębionych badań.
